Odisha targets 500 MT port capacity by 2047, unveils new projects
A series of MoU was also signed for major port infrastructure upgrade in Odisha.

The Government of Odisha has announced a major plan to expand its total port handling capacity to 500 million tonnes (MT) annually by 2047, positioning the state as a dominant force in the global maritime trade. The announcement was made by Chief Minister Mohan Charan Majhi during a special session at the India Maritime Week in Mumbai.
The plan is anchored by two transformational, large-scale projects, the development of an all-weather satellite port at Bahuda Muhana, with a showcased investment of ₹21,500 crore (₹215 billion), and a new national ship building cluster at Mahanadi Mouth, valued at ₹22,700 crore (₹227 crore).
Speaking at the event, Chief Minister Majhi said, “With Paradip, Dhamra, Gopalpur, and upcoming ports at Astaranga, Jatadhari Muhan, Subarnarekha, and Bahuda, we are expanding our total port handling capacity to 500 million tonnes annually, supported by three major ship anchor points.”
He also highlighted the development of 14 non-major ports and a new cruise terminal in Puri, designed to fundamentally redefine Odisha’s coastal economy and strengthen its global trade linkages.
The event is showcasing India’s expanding maritime investment pipeline, valued at over ₹10 lakh crore (₹1 trillion), reinforcing the nation's commitment to building a world-class, future-ready maritime ecosystem.
A series of key Memorandums of Understanding (MoUs) which includes the ₹21,500 crore (₹215 billion) MoU for the Bahuda Port (involving Paradip Port Authority, Odisha Maritime Board, and Sagarmala Finance Corporation) and the ₹22,700 crore (₹227 billion) MoU for the national mega ship building cluster (between Paradip Port Authority and Odisha Maritime Board).
Other agreements included MoUs for the development of an International Cruise Terminal at Puri (valued at ₹500 crore), the operationalisation of National Waterway-5 (NW-5), and scientific cooperation between Berhampur University and Indian Maritime University.
