NICDC Logistics Data Services (NLDSL) and the Government of Maharashtra signed a Memorandum of Understanding (MoU) on April 16, 2026, to digitise the state’s logistics landscape by leveraging the Unified Logistics Interface Platform (ULIP).

The collaboration aims to improve visibility in logistics operations, strengthen coordination among state departments, and support decision-making through real-time data insights.

The MoU was signed during an interactive ULIP workshop organised by the Directorate of Industries, Government of Maharashtra, with participation from representatives of more than 10 state departments. The workshop focused on identifying how ULIP can address logistics challenges in Maharashtra, particularly for MSMEs and small exporters, and improve operational visibility.

The event also included live demonstrations of NLDSL’s digital initiatives, including the Logistics Data Bank (LDB), Koyla Shakti – Smart Coal Analytics Dashboard, Track Your Transport, and the Transport Management System (TMS), all powered by ULIP. These platforms showcased how real-time data can enhance tracking, operational efficiency, and decision-making across the logistics value chain.

The initiative is being undertaken under the leadership of Rajat Kumar Saini, IAS, CEO and Managing Director, NICDC, and Chairman, NLDSL. The MoU was executed by Deependra Singh Kushwah, IAS, Development Commissioner (Industries), Government of Maharashtra, and Takayuki Kano, CEO, NLDSL, in the presence of Vaibhav Waghmare, IAS, Additional Development Commissioner, Directorate of Industries, Government of Maharashtra.

Under the agreement, NLDSL will support the Government of Maharashtra in developing a unified digital platform aimed at improving transparency in the state’s logistics operations. The platform is expected to enable faster decision-making and enhance efficiency and global competitiveness in the logistics sector, in line with the vision of Viksit Bharat.

ULIP acts as a unified digital gateway, providing access to logistics-related data from multiple government systems through API-based integration. It currently connects 45 systems across 11 central ministries and departments through 137 APIs, covering over 2,000 data fields. The platform has enabled the development of more than 240 applications and has supported over 300 crore API transactions.

NICDC is leading efforts to drive India’s industrial transformation through the development of smart industrial cities and integrated infrastructure. Following the development of 20 greenfield industrial smart cities, it has been mandated to implement the BHAVYA (Bharat Audyogik Vikas Yojana) scheme, which aims to develop 100 investment-ready industrial parks with an outlay of ₹33,660 crore. It is also implementing initiatives such as PM MITRA Mega Textile Parks and the India Industrial Land Bank (IILB).

NLDSL, the logistics arm of NICDC, is working to transform the logistics sector through digital platforms such as the Logistics Data Bank (LDB) and ULIP. Established on December 30, 2015, it is a joint venture between NICDC Industrial Development Trust (NICDIT) and NEC Corporation of Japan.
